WHOIS is the public directory of domain and IP registrations. For an IP address, it returns the organization that owns the address block and its allocation.
Since GDPR and ICANN's privacy rules, most personal registrant details are now redacted behind a privacy service, so you will frequently see “REDACTED FOR PRIVACY” in place of names and emails.
